Independent Evaluation of the Healthcare Organizations: Open Data Usage

Civil society involvement and information transparency are the principles of government Transparency Concept which should be observed. In socially significant sectors (healthcare, education, culture, social security), an independent quality assessment system was used to comply with these principles, designed to increase the citizens’ information awareness about the services quality provided and to improve the medical organizations work quality. However, the information quality provided at the present time based on the healthcare organizations assessment results does not allow patients to make rational choice of a hospital. This problem hampers the effective development of medical institutions and the medical services quality provision. To correct the current situation, the methodology for improving the independent quality assessment mechanism was proposed. This work specifies the prerequisites for the independent quality assessment emergence, the main stakeholders, reviewed international experience in assessing the health organizations quality and the open data publication by them. The main limitations for carrying out an objective independent evaluation, the problems associated with the procedure for conducting and the rating methodology are singled out. This paper presents the main recommendations for improving the work of the healthcare organizations independent quality assessment mechanism in Russia, based on the key citizens’ interests and the open data tool usage.
