The Leadership and Loyalty of the Staff in Public Organizations

Most managers in the contemporary private sector apply different types of leadership into practice. Moreover, some of the leaders cherish intentions to achieve the highest level of staff loyalty. The purpose of this research is to determine the correlation between types of leadership and staff loyalty in the public sector. This study includes theoretical and empirical methods. The first part considers the concepts such as "transformational and transactional leadership", «loyalty of staff" along with levels, indicators and factors of staff loyalty. The empirical part consists of the survey conducted in the organization by the methods of B.Bass, B.Avolio and L. Pochebut. A survey was conducted among thirty eight people in two departments. The method "Multifactor Leadership Questionnaire" (MLQ) to determine the leadership style and a questionnaire by Pochebut "Assessment of employee loyalty to the organization" are used in this analysis. The first survey was aimed at managers whereas the second at all employees inclusive of the former. The result of the study revealed that the type of transformational leadership dominates in the second department, while in the first department the type of leadership is mixed. The second questionnaire revealed the medium and low levels of loyalty among the staff in both departments.
