Abstract Municipal programs are an effective tool of program-target management. It plays an important role in the social and economic development of cities and entities. Currently, the successful application of this tool at the municipal level faces with a number of unresolved problems. This determines the relevance of the study. The research problem lies in the fact that the project management tools for the level of urban areas are not sufficiently studied. A system analysis of municipal programs implementation at the urban areas level was carried out to solve the problem identified. The author has developed a method of project management for the urban areas level. The developed method was tested through an analysis of the Perm Industrial District Administration activities. This made it possible to identify a number of problems in the sphere of project management organization in the Industrial District Administration. The author has developed recommendations for solving the identified problems. The study results can be applied in the territorial administrative bodies of Perm, as the developed method is universal and takes into account the features of the project management organization at the urban areas level.
