Territorial Public Self-Government as an Element of Local Government System:Interaction Issues

In paper, based on the identified problems of interaction between territorial public self-government and local government in Perm, recommendations for improving interaction were developed. The methods used were: analysis of the regulatory and legal framework, analysis of the activities of territorial public self-governments, as well as included monitoring. Results of the study. Territorial public self-government in Perm viable only with the availability of budgetary financing. To improve the quality of interaction between territorial public self-government and local government in Perm, it is necessary to change the system of financing for bodies of territorial public self-government. Provision of funds on a competitive basis will allow allocating funding for solving specific problems of local importance, and increased control over the implementation of the municipal authority will improve the quality of social services provided.
