Evaluation in Civil Service

Civil servants’ evaluation is a personnel technology in the civil service that allows to determine civil servant’s compliance with a replaced position. In this project proposal the problem of the lack of criteria for assessing Russian civil servants’ professional performance on the basis of which the evaluation commission makes decisions is studied. This project proposal’s aim is to develop evaluation institute’s reforming model, which will serve as a solution to this problem. The main research method is a formal legal analysis, within the framework of which the normative legal acts’ and the Ministry of Labor and Social Protection of the Russian Federation documents’, which attempts to reform Russian evaluation institute, analysis was conducted. The author concluded that these documents cannot be implemented in the personnel policy as they need to be finalized. Based on the highlighted documents’ shortcomings, the project proposal’s author constructed evaluation institute’s reforming model.
