Implementation of Ecological Criteria and Requirements in Public Procurement

In the whole world there is a deterioration in the ecological situation: pollution of water, air, soil, climate change. States are making efforts to solve this problem and, in addition to all traditional methods, apply Green public procurement. The practice of Green public procurement is actively spread abroad, but in the Russian Federation there is no state strategy and standard mechanisms for implementing Green public procurement. This study is aimed at developing recommendations for the implementation of environmental criteria and requirements in the public procurement system of the Russian Federation. Theoretical bases of Green public procurement, as well as foreign experience in applying environmental criteria and requirements in the contract system of various countries were studied. An analysis of the regulatory legal acts of the Russian Federation in the field of public procurement, as well as a content analysis of tender documents of the Russian Federation for the presence of environmental criteria and requirements was conducted. The result of the work was the development of recommendations for the implementation of environmental criteria and requirements in the public procurement system of the Russian Federation.
