Introduction of Second Foreign Language into Russian Compulsory Education: System Approach

The dissertation is concerned with the issue of second foreign language introduction into compulsory education in Russian Federation at a regional level. Due to cross-border mobility learning foreign languages at school is of a great importance. Despite the fact, that second foreign language introduction into compulsory education is a must according to the Russian Federal State Educational Standard of compulsory education, nowadays there is no effective system of implementation at a regional level. In this research general laws in the educational sphere and a state of foreign language education at schools in Russian Federation, Perm Krai were analyzed. The survey among language teachers in Perm Krai was conducted. Based upon the results conceptual framework for second foreign language implementation into compulsory education in Russian Federation at a regional level was developed. The framework includes the ways, which help to implement this subject in urban area and in countryside more effectively.
