The Perestroika is the last major campaign of the USSR to transform the main spheres of life of the state and society. Changes in the late stage of perestroika, characterized by qualitative political and economic changes, not only led to the liquidation of the CPSU and the collapse of the USSR, but also became the immediate political and economic basis of modern Russia. In this regard, it is important to understand how the Perestroika has been going on at all levels of government, including in provinces far from major political games. The late period of Perestroika in the framework of the study is 1989-1991. These chronological frames are due to the fact that in 1988 the XIX All-Union Party Conference was held, which changed the vector of the development of Perestroika. Namely, in 1989 the large-scale political reform of the USSR began, directions for the division of the party and the state began. Many researchers have resorted to this chronological division of Perestroika. For example, R.G. Pihoya in his work "The Soviet Union: the history of power. 1945-1991 », or K.M. Lezhnev in the work "Perm Regional Committee of the CPSU in the conditions of socio-political reforms (1989 - 1991 gg.)." The purpose of this work is to study the direction of the transformation of the provincial district organization of the CPSU in 1989-1991, using the example of the Cherdyn district party organization.
