Government Regulation of Tobacco Consumption
Smoking in Russia is a serious problem for several years. Around 47% of men and 13% of women smoke in our country. Besides, in the last decade the number of smokers has increased among young people. In order to protect the health of present and future generations from the destructive effects of smoking and to reduce the social, environmental and economic costs of tobacco consumption, Russia is beginning to take some economic and administrative measures to prevent the spread of smoking. The aim of this paper is to evaluate changes in consumer behavior of tobacco products before and after smoking restrictions in Russia, and then to evaluate the effectiveness of these measures. During the period from 2008 to 2015, the number of consumers of tobacco products reduced, the number of cigarettes smoked decreased, price of tobacco products increased and greater number of smokers want to quit. In the research work were identified problems of implementation of smoking restrictions in Russia. Therefore, some recommendations were proposed in order to solve arising problems, among them: monitoring of measures against tobacco consumption, creating an environment free from tobacco smoke, helping people to stop smoking, informing about the consequences of tobacco consumption, the price increase on tobacco products.
