Reforming the Policy of Social Care System for the Population (an Example of St. Petersburg)

This work is devoted to the analysis of reforming the policy of social care in modern Russia. The research question posed in this paper is: what changes have resulted from the reform of the social care system in modern Russia. The author proposes that the reform of social care system for citizens in modern Russia can lead the change in the model of Russian social state. In addition to the theoretical framework of concepts and models of the social state, the work presents an analysis of normative legal documents of the Russian Federation and St. Petersburg in the sphere of social care, as well the empirical study devoted to the analysis of actors in the social care system in modern Russia.
