Development of Methods for Improving Statistical Data Collection System in Rosstat (on the Example of Trade and Services Statistics Department)

This work is devoted to the development of methods for improving the system for collecting statistical information in the Federal State Statistics Service. The directions, goals and principles of the development of the IVS of Rosstat are determined; Characteristics of the system for collecting statistical information in Rosstat. Particular attention is paid to the study of legal documents that determine the direction of activity in the development of the statistical reporting system in the Federal State Statistics Service. An analysis of the studies devoted to the statistical reporting system in Rosstat was carried out, and studies were also carried out in other subject areas having common problems with the collection of statistical information. Particular attention is paid to the analysis of tools and methods used in research. In this paper, methods of system analysis (the method of constructing a target tree, the method of variant sectors) were applied. The analysis of the results of the reporting in the department of trade and service statistics was carried out, the business processes of collecting statistical reports were analyzed, the drawbacks of the process of collecting statistical reports through specialized telecommunications operators were identified. Methods of improving the statistical reporting system in the department of trade and services statistics of Permstat were proposed: unification of the forms of statistical reporting; Optimization of statistical reporting; Optimization of the business process of collecting statistical reports.
