This paper analyzes the establishment of qualification requirements in public procurement on the example of product`s delivery for schools. This master`s thesis describes the impact of the qualification requirements on the level of competition in procurement, the purpose of the evaluation of qualification of the participants of the procurement. The study tests the hypothesis that the additional requirements to procurement participants have no significant effect on the quality of supplied goods, but dramatically reduce the level of competition. The hypothesis that restricted tender is not effective for catering is also verified. The work is based on the theory that the establishmet of qualification requirements is needed in certain types of purchases like experimental and credence goods. According to the results of this servey, the most effective procedure for catering is the electronic auction. Hoverer, the qualification requirements can also be used in the big purchases.
