This paper is dedicated to study of political factors of regional variation in changes in spheres of public administration, education and healthcare in Russia of 2000s. We used quantitative methods of regression models and different statistical test. The results show significance of regional regime, fiscal dependence on federal center and political loyalty of regions. The significance depends on features of reforms, presence of interest groups.
