The Economic Effectiveness Analysis of Cluster Structures Belonging to JSC «Technopark SPb»

Today, clusters are a common topic in the world, and it is used as a device to reach the optimal economic growth, competitiveness and stable development. This paper proves that clusters do matter, especially as environments for innovation in terms of Russia and that clusters evolve from both evolutionary and constructive forces. Among the main problems for the development of industrial clusters in the absence of an obvious approach is to evaluate its performance. Firstly, the paper highlights typologies of clusters, models and its characteristics. Then, this paper examines the cluster environment in Saint-Petersburg: its background, development and current state. It is also providing a method that can evaluate the clusters economic effectiveness – Analytical Hierarchy Process (AHP) by Saati. The method is tested by evaluating clusters which are managed by Saint Petersburg Cluster Development Centre (CDC) as a functional area of “St. Petersburg Technopark OJSC”. All the 11 clusters were described. The results got in this research showed the most efficient cluster among the others. The objective is to show that AHP can be used as a tool for estimating cluster effectiveness.
