Municipal Election as a Form of Direct Democracy in Local Government (Organizational and Legal Problems)
Despite the fact that in Russia the forms of direct participation of the population in the government of the state have been developing for more than one century, and several municipal reforms have already passed behind, the need to change the share of citizens' participation in public life, improve the effectiveness of local government activities aimed at improving the quality of life The population of a certain territory - the formation of a municipal one - still remains. In connection with the amendments to the Federal Law of 06.10.2003 №131 "The general principles of the organization of local self-government in the Russian Federation" granting the RF subject the right to establish the procedure for electing the head of a municipal formation, most of the Russian regions refused direct elections of the mayors of regional capitals, and this means that municipal elections lose their significance as a constituent of the municipal Democracy. The aim of the work is to comprehensively study the specifics of the implementation of local self-government through the mechanism of municipal elections.
