Cross-Country and Regional Innovation Ratings as a Benchmarking Tool: Methodological Features and Usage in Innovation Policy Shaping and Implementation

In this paper we study methodological features of cross-country and regional innovation activity ratings and define the strengths and limitations of using them as an innovation policy benchmarking tool. First we define the criteria for comparative analysis of innovation ratings by reviewing huge number of empirical studies on factors of innovation activity. Then the comparative analysis is conducted and general findings are reported. After that we conduct econometric analysis in order to define whether Russian innovation rating can really serve as a benchmarking tool for innovation policy using data from this rating and firm-level data from RUFIGE survey.
