Maintenance of Continuity between Preschool and First Level of General Education as a Management Problem

ANNOTATION The master's thesis was carried out within the framework of the «Education Management» program in the direction «State and municipal management». The purpose of this study is to develop a mechanism for ensuring the continuity of preschool and primary levels of general education. The analysis of the results of the survey made it possible to conclude that there are disagreements in the views of the main stakeholders in relation to the goals, results and content of pre-school education. The data obtained in the course of the study show that the practical interaction of organizations of preschool and primary education is fragmentary, local in nature and is most often implemented on the initiative of employees of pre-school institutions. The thesis suggests the following main components of the mechanism of ensuring continuity between preschool education and primary school: the development of a national policy (strategy) for ensuring continuity as «educational transitions» in children's lives; management of the transition process through the development of regulatory documents (route maps) at different levels of the education management system; development and implementation of the system of professional development on the basis of joint training of teachers of different levels of general education; training managers of the education system, able to ensure the successful transition of children from preschool to primary school.
