Abstract. In my Master’s Thesis Completed in the Framework of Diagnostic Research, an Attempt was Made to Determine the Conditions and Management Techniques to Achieve the Territorial Educational Complexes of the City of Moscow Effective Mode of Operation. As Objects of Study Selected Five Territorial Educational Complexes, which at the end of the 2015-2016 Academic Year, the Dynamics of Growth in a Table of the Rating of Moscow Schools was 30 Percent or More. In the Final Qualifying Work Method Case-study Examines the Conditions under Which it Became Possible to Achieve Efficient Operation, Educational Organizations; and Defines Management Techniques Used by Heads of Regional Educational, Providing Positive Dynamics of Transfer of Schools in the Specified Mode.
