The Role of the Settlement Factor in Access to Qualitative Education for Children from Settlements of Different Types Evidence from Kemerovo Region)

The thesis focuses on the research of the role of the settlement factor in access to qualitative education for children from settlements of different types. The paper provides a literate review on problems of educational inequality in the West and in Russia. A variety of sources on the influence of the settlement fac-tor on student performance was analyzed. With the help of the data on school leavers performance from Kemerovo Region in 2015-2017 the hypothesis on the connection between quality of education and population was tested using correlation analysis. The stronger correlation is identified between population size and choice of English language and Physics as the state exams, between population and the proportion of school leavers with high performance (81+) in RSE (Russian State Exam), between number of inhabitants and efficiency of municipal systems of preparation for all-Russian Olimpiads. Established links and trends demonstrate that school leavers from middle and especially small towns have fewer chances to enter the leading universities of the country in comparison with graduates from big cities. The ways of possible further re-search of the problem and potential management actions on redressing inequal-ity and equalizing the opportunities for student for a good quality education are identified.
