Development Scenarios for the Territorial Educational Systems on the Basis of Risk Analysis

Based on the data of the D. Cohen study conducted among pedagogical workers of four territorial educational complexes of the city of Moscow in 2017, the state of the effects and risks predicted at the beginning of the mass creation of the TEC in Moscow after 3-4 years of their functioning under conditions of changes , to determine the mechanisms, approaches and management solutions that are most suitable for the entry of the TEC into the next stage of organizational change.
