Assessment of Types of Networking Between Russian Universities

The presented dissertation research is devoted to the evaluation of the network interaction of Russian universities. The theoretical aspects of the management of networked educational programs are disclosed in the work, the authors examine the structure and subjects of the educational market, as well as the factors of the development of educational networks. A distinctive feature of the master's thesis is the adaptation of the cognitive approach to the analysis of educational networks, which was developed for decision-making in the study of weakly structured systems and situations that include many elements of a different nature, and dependencies that are quantitative. Based on the study of the essence of the methodology and its specifics in relation to networked educational programs, the authors identified the following unsolved parts of the problem: - there is no experience in generalizing and systematizing the results of the implementation of networked educational programs in general for the universities of the Russian Federation and in terms of their affiliation (federal universities, national research universities, supporting universities and branch educational organizations of higher education); - a mechanism for financing and co-financing the implementation of networked educational programs has not been developed. - Centers for the collective use of resources for the implementation of networked educational programs have not been established. - there is no mechanism for information exchange between the centers for the implementation of networked educational programs, the scientific community and project participants. The conducted research of network educational programs as object of management allowed to formulate an author's understanding of the essence of network interaction as a combination of potentials of educational organizations of higher education aimed at implementing joint educational activities through the best pedagogical practices.
