The given work includes the development program of the D.I. Mendeleev Tobolsk Pedagogical Institute, a branch of the University of Tyumen as a result of the complex research of the role and potential of this university in the development of the Tyumen region and its geographical priorities. This research is taking into consideration the historical experience of the university development and its pedagogical goals, points out the tendency for loss of competitiveness of the D.I. Mendeleev Tobolsk Pedagogical Institute, a branch of University of Tyumen, and defines the objective requirement for the re-evaluation of the institute’s potential in order to re-establish its pedagogical importance and secure the active development of the institute. The author of this research is arguing that the key global and national tendencies in socio-economic development are stimulating Russian universities to change their practices, such as the research and inventions of new educational methodics or the implementation of creative student/university interactions. The developmental experience of successful universities proves that these institutes improvement is based on innovative management strategies. All of these are set to increase the competitive value of the D.I. Mendeleev Tobolsk Pedagogical Institute, a branch of University of Tyumen, among other educational institutes. The conceptional strategy of the given program can be summarized as a «University, open to the city» model, consisting a set of measures directed toward strengthening the institute’s influence on city development. This includes the institute’s involvement in the city’s innovations, scientific research, and socio-cultural spheres; active engagement of the institute in the city’s life is needed, especially in the functioning of social organizations, interest groups and socially active individuals. In addition to that, the institute must be sensitive to the opinions of the stated city subjects.

The full text of a thesis can be published in open access on the HSE website only if the authoring student (copyright holder) agrees, or, if the thesis was written by a team of students, if all the co-authors (copyright holders) agree.
