Competitive Strategies for Adult and Continuing Education in Russia's Higher Education in 2016

This master's thesis is devoted to the analysis of strategies for adult and continuing education programs in institutions of higher education in the Russian Federation in 2016. The paper examines the main components of successful competitive strategies of higher education institutions not only in the national educational system, but also the theoretical bases of competitive trends in the implementation of adult and continuing education programs at the international level. The thesis provides the analysis of available data on the websites of Russian universities and documents containing data on the availability of strategic planning for adult and continuing education programs, as well as data of monitoring of the effectiveness of educational institutions of higher education conducted by the Ministry of Education and Science of the Russian Federation, its open data and data of Federal State Statistics Service. Based on that we described the conditions and factors that influence the choice of a competitive strategy for the implementation of adult and continuing education programs by the institution of higher education in the context of the current world trends in adult education. The paper also examines the main principles that determine the competitive strategies of Russian universities, and the conditions for increasing their competitiveness in this field. Having taken this into account, recommendations and proposals for top management of higher education institutions aimed at improving financial sustainability and regional integration of higher education institutions in the current conditions of the Russian higher education system were developed.
