Architecture as a Tool of Soviet Power Representation in the Moscow Region in 20-s-30-s of ХХth Century

In this study is considered in the phenomenon of architectural avant-garde, as a tool for the representation of Soviet power in the 20s - 30s. XX century. Novelty of the research: for the first time the independent role of the expert community was shown in urban policy. This allowed us to reconstruct the mechanism of decisions, separating ideology and expert knowledge. The study of the issue in the historical perspective allowed to determine the dynamics of the expert community, to prove its independent role in the implementation of the iconic projects of Stalinism and the influence on the formalization of ideological priorities in architecture. The object of the study is the expert community, as a factor of lobbying and decision-making. The subject of the study are the town-planning projects of Moscow and the region, their role in the implementation by the power of the process of social construction. The aim of the work is to study the decision-making mechanism in the field of architectural design in the USSR in the 20-30's. on the example of Moscow and the region. Hypothesis of dissertational research: the power dominated in definition of priorities of a town-planning policy, but it was compelled to lean against the expert opinion. Therefore, it can be assumed that in the decision-making mechanism on these issues, the expert community was an independent factor. The research methodology is neoinstitutionalism, as a ratio of formal institutions and informal influence groups in the form of an expert community. The theoretical basis is social constructivism (as an exclusively philosophical trend in architecture). The basic methodology is a project approach, as an analysis of project engineering and project activities of experts as a factor in decision-making and implementation of certain socio-economic policies.
