Legislative and Regulatory Activity of the President of the Russian Federation (2000-2017)

Domestic lawmaking is not the exclusive prerogative of the legislature. The President of the Russian Federation, whose influence in this respect cannot be overestimated, is also taking an active part in this process. Therefore, the purpose of our work is to identify the laws and the Role of the President of the Russian Federation in domestic norm setting. The main objectives of the study: - to determine the role and place of the President of the Russian Federation in the current legislative process; - to analyze the constitutional and legal basis of the President-Parliament relations; - to analyze the collected statistical data on the legislative and normative activities of the head of state; - to reveal the main vectors of improvement of the legal bases of interaction of the President in legislative activity. The empirical base of our research is represented by official documents of Federal and regional authorities of the Russian Federation, judicial practice of the constitutional control body (constitutional Court of the Russian Federation), materials from official websites of Federal authorities, media materials, including the Internet. Based on the results of the study and analysis, it can be concluded that the powers of the head of state in the legislative process can be divided into several groups. The first group includes the powers of the head of state as a subject of the legislative process acting within the framework of the doctrine of separation of powers. The second group includes those powers, which the President exercises outside the legislative process. In addition, the thesis focuses on the need to further improve the legislative procedure, which is able to ensure effective work of the legislator and constructive cooperation of all subjects of the law of the legislative initiative, including the President of the Russian Federation.
