Methods are historical; comparative; formal legal; system analysis.

In the modern world, the state undertakes to ensure the conditions for the realais of freedom of conscience and freedom of religion in conflict-free form and, if necessary, protection.

During the analysis of legal bases of activity, the Commissioner for Human Rights in the Russian Federation we were revealed a conflict between Part 1, Article 1 and Art. 15 "On the Commissioner for Human Rights in the Russian Federation". The purpose of institution of the institution The Commissioner for Human Rights in the Russian Federation (Part 1, Article 1) is presupposes the protection of rights and freedoms exclusively of citizens. However Art. 15 more fully regulates human rights activities, as they are subject to review of complaints, including from foreign citizens and stateless persons who are on the territory of Russia.
