Responsibility of Athletes and Coaches for Violations of Anti-Doping Legislation in the Russian Federation

The problem of doping especially in modern Russia is one of the central problems of the sports community, and the legal mechanisms of liability in the field of sports do not have sufficient effectiveness and need to be improved. The purpose of this study is to analyze the mechanisms of liability of athletes and coaches for doping violations in the Russian Federation and identify the main problems of legislative regulation in this area. The work is used dialectical, systematic, statistical, comparative legal and formally legal methods of investigation. The study is identified the norms regulating relations in the field of anti-doping in the system of Russian legislation and are compared with international regulation. Also, the work is considered the grounds and procedure for attracting athletes and coaches to sports liability in the Russian Federation and the main types of sanctions were studied. Other types of liability for doping, stipulated in the Russian Federation (labor legal, criminal, administrative responsibility) are analyzed and a conclusion is drawn about their insufficient effectiveness. Finally, the main problems of anti-doping regulation in the Russian Federation have been identified and some measures have been proposed to address them.
