Leadership in the European Union: Allocation of Competences and Decision-Making

The paper covers different views on the leadership in the European Union. The main research question was: why the allocation of leadership competences between many actors is important for the European Union? The research succeeded to prove that such a model settles down several problems which the EU faces: lack of representation of different approaches on the supranational level because of weakening of France, not optimal decisions, lack of legitimacy and solidarity between the member-states, impossibility of hierarchical relations. The tandem of France and Germany will continue to lose its significance if France does not succeed in its structural reforms. Some of its functions, such as representing of interests and creating consensus, now are passing to trio. The European Commission has specific resources – expertise and politization, which allow it to promote integration further and ensure the consistency of the EU institutions and member-states around its defined priorities. The new leadership model depicted in the paper is characterized by the complementation of actors and mixing of theoretical approaches, such as federalism and intergovernmentalism. Both the functions and the structures of the institutions prove it. Such a mixing makes the institutions more flexible while adopting solutions for the current challenges.
