Legal Regulation of the Treasury Support of Development Projects

Sustainable development is one of the priority purposes of public policy in Russian Federation. The research is connected with two ways of achievement of these purpose : with the implementation of projects of development and with implementation of treasury support of budgetary funds. The purpose of the work is the analysis and scientific assessment of financial and legal regulation of projects of development. The main objectives of a research became to define a legal nature of treasury maintenance and detection of need (or lack of need)of implementation it to projects of development. The scientific research applied following methods: analysis, historical, comparative methods, method of systematization, induction, classification, etc. Empirical basis of a research contain the legal acts,regulating the bank and treasury support of budgetary funds, the legal acts establishing and regulating projects of development and also official materials of Federal Treasury. The first investigation phase connected with the analysis of the regulations of treasury support of budgetary funds. It has been revealed that legal regulation of treasury maintenance have a deficiency, because of absence of legal definition. Besides that, the civil legislation of the Russian Federation hasn't provided a possibility of opening accounts in Federal Treasury to commercial persons. It is thought that these gaps demand elimination. The second part of work is devoted to the analysis and systematization of projects of development. The research has shown that control of targeted budget expenditure can be carried out effectively thanks to banks.
