Legal Instruments of Improving Efficiency of Federal Executive Bodies

A large number of court decisions against officials, on cases of appealing against their illegal actions / inaction, prove the ineffectiveness of the activities of state civil servants. At the present time, the reform of the civil service, in general, has an anti-corruption orientation. The key tool proposed in this study is the creation of material and non-material incentives that would encourage the effectiveness of civil servants. The formulation of concrete recommendations is based on the analysis of previous attempts to reform the state civil service, and the approaches of various scientists to its essence. Consideration of the system of material and non-material incentives as the main instrument of regulation opens new prospects for the development of the institution of the state civil service and increasing the effectiveness of the activities of federal executive bodies. It appears that proposed tools will improve the work of civil servants, and consequently, increase the welfare of the population as a whole.
