The Reform of State Service in the Russian Federation

Master dissertation introduces research in the field of public service reform in the implementation of modern administrative reforms. Particular attention is paid to international experience, this is the first Chapter, which details the attempts of a number of countries to carry out these very important changes. In some countries , such as the United States or Britain, it was possible to achieve significant results. However, the experience of Napoleon's countries at first glance looks more modest. There is reform not as sharp and as a consequence not so fruitful. The administrative reform of our closest partner in the CIS and the Eurasian Union is also of particular interest for its results. Characteristic features of development in this direction in the Russian Federation where there is a "special way" not similar to other countries are allocated and described. The relevance of this study is that without the constant implementation of administrative reform and public service reform in the Russian Federation, it will be difficult to achieve the quality of public administration. Therefore, it is necessary to carefully study the international experience and at the same time, and innovation in this area of our scientists, in order to keep the "tone" bureaucracy, constantly improving the quality of services and at the same time its reasonable reduction. The views expressed on this issue by our scientists. This Alexey Georgievich Barabashev, Elena Konstantinovna Glushko, Alexander Valentinovich Obolonsky and others, who presented many interesting approaches in the implementation of this study.
