Criminal Law Characteristic of Hooliganism and Vandalism as Сrimes Against Public Order

Under the conditions of the country’s crisis developed and the breakdown of traditional social norms, hooliganism and vandalism, traditionally referred to as the crimes against public order, have become an incredibly common phenomenon. Actually, analysis of law enforcement practice of classification of hooliganism and vandalism demonstrates existence of difficulties while classifying these wrongdoings and indicates the necessity of improving legislation. The aims of the study are to develope proposals for improving criminal law and domestic law enforcement practices in describing the composition of hooliganism and vandalism as crimes against public order and the application of relevant standards. Taking into account imodern economy and criminological realities, the issue of criminalization of acts encroaching on public order has been investigated. Comprehensive critical analysis has been subjected to crimes traditionally attributed to crimes against public order and to the investigation of problems arising in the appropriation of these acts. The novelty of the scientific study is illustrated in reasonable proposals to improve the establishment of criminal law, providing liability for hooliganism and vandalism.
