Development the Public Administration System of the Russian Federation Usage-Based on Open Data (the Case of Saint- Petersburg)

The concept of open data, which is actively implemented into the theory and practice of public administration, becomes a strategic tool for stakeholder interaction and contains the potential of socio-economic development: the possibility of engaging stakeholders in dialogue; budget; the creation of popular services and applications to meet the needs of the population and improve the quality of the urban environment; improving the quality of management decisions based on a data analysis. However, the use of open data poses certain risks. A significant issue for most countries is to determine the economic feasibility and effectiveness of the implementation of openness program. Russian authorities have formed organizational and methodological support for the introduction of open data at the national level, while at the regional level, the publication of data in open formats is a consequence of the requirements of Federal legislation, and this issue does not move from the plane of legislative regulations to the systematic use of open data as a resource for socio-economic development. This work is aimed at increasing the role of open data in improving socio-economic processes at the level of the Russian region. The analysis of the open data system of St. Petersburg showed that there is a need for a more detailed study of stakeholders' data needs, there are also problems of awareness and understanding of the potential of entrepreneurs to use open data. The survey showed that it is necessary to improve the technical requirements for open data in St. Petersburg (completeness, relevance, quality). Based on the analysis of the system of open state data of St. Petersburg, organizational and methodological problems were identified and a group of recommendations for each of the components of the implementation of open data identified was proposed.
