Possibilities of Applying the Experience of Germany in the Development of Renewable Energy in Russia

In this paper the applicability of the German approaches and forms of stimulating the renewable energy development for Russia is evaluated. For this purpose the theoretical prerequisites for the decarbonization of the economy from the competitive advantages theory point of view are disclosed; the trends in global and Russian renewable energy are identified; the prerequisites for the dynamic development of renewable energy in Germany in comparison with the ones for Russia are stated; the content and impact of German energy reforms on country’s economy and energy market participants are determined; potential directions and problems of using renewable energy in Russia are revealed; recommendations for the Russian renewable energy sector based on the experience of Germany are formulated. Based on the results of the study, it is concluded that there is a potential for the development of renewable energy in Russia against a background of a number of restrictions and the lack of basic typical for Germany preconditions for the growth of the sector. In this regard, gradual increase in RES capacity at a planned pace and the application of a number of successful German practices are suggested as most effective for the Russian Federation.
