Cultural Diplomacy as a Tool of France’s «Soft Power» towards Canada at the Current Stage

“Soft power”, the term introduced by Nye (2004), explains the ability of one country to influence others without force or coercion. In 2017, France ranked first in The Soft Power 30 – a global ranking on the effectiveness of “soft power”. This being said, considering “soft power” as one of the most important instruments of foreign policy, France creates a favourable image of the country abroad due to the attractiveness of its culture, which is defined by the term ‘cultural diplomacy’. However, there is little research on cultural diplomacy of France towards Canada. The purpose of this study is to reveal the forms, mechanisms and features of cultural diplomacy as a tool of France's “soft power” towards Canada at the current stage. An analysis will include the examination of resources of French cultural diplomacy as well as compare the use of it in different provinces of Canada. As such, it will be proven that French cultural diplomacy has more impact on Quebec due to strong historical and cultural ties between the French and the Quebecois, whereas other provinces are more influenced by the US’s culture.
