Consolidation of Federal Subsidies to the Subjects of the Russian Federation

Today, one of the directions of the budget policy of the Russian Federation is to improve the efficiency of the provision and use of inter-budget subsidies, in particular the issue of consolidation of subsidies. In this regard, the work is devoted to a comprehensive analysis of the process of providing consolidated subsidies. It examines the problems of the existing system of subsidies, the reasons for the beginning of the process of consolidation of subsidies and its objectives, the foreign experience of granting block transfers, in particular the experience of the United States, Canada, Australia and Germany. Also discusses possible variants of consolidation of subsidies and the mechanism of their granting.
