Innovative Development of a Large City (the Case of Saint-Petersburg)

Innovation economics (economy of the knowledge or the intellectual economy) is an advanced type of economy based on continuous technological development, production improvement, and the export of high-tech products and technologies. The key difference of the innovation economy is intellectual activity of scientists and knowledge is the basis of its functioning.

This research aims to analyses innovative development of the large city on the case of St. Petersburg, to consider mechanisms of realization of innovative policy, to estimate realization state the program of innovative development of St. Petersburg and to create recommendations about further technological development of St. Petersburg as "Smart city".

The object of research is the innovative development of a large city.

The subject of the research is the implementation of the innovation policy of St. Petersburg.

To implement this objective were used methods such as institutional analysis, assessment of innovative capacity, etc.

During the research, the following tasks were solved:

• The modern concept of innovations in the economy is studied;

• The analyzed process of formation of regional innovation systems;

• The foreign experience of innovative development of large cities is considered;

• Cluster policy of St. Petersburg is analyzed;

• Implementation of the innovative development subprogram of the state program of St. Petersburg "Development of industry, innovation and agro-industrial complex in St. Petersburg" for 2015-2020 is analyzed;

• The legal basis of the innovation policy of St. Petersburg is analyzed;

• The potential directions of innovative development of St. Petersburg are considered;

• IT-technologies are considered as an instrument of innovative development of St. Petersburg;

• Recommendations on the further development of the innovative project "Smart St. Petersburg" have been formed.
