Researching Open Budgets of Russian Сities with Million and above Population

Digital technologies can transform the method of formation, distribution and used public data of finance in a society. It in turn can determine the pattern of public debate, state accountability and public participation in public expenditure decisions. The best way to attract citizens' interest in open data is through their disclosure at the municipal level. Despite this, in most cases budget data of local governments are still not open. In this paper, I proposed a methodology for assessing the openness of the budgets of million plus cities and assessed the level of openness of budgets in them. In the conclusion I give recommendations to public authorities on the publication of data in order to rise the socio-economic effect of their disclosure.
