Ecological Aspects of International relations in the North-East Asia: the Problem of Transboundary Pollution

This work deals with the issue of effectiveness of ecological institutions and international regime in the sphere of struggle with transboundary pollutions in the Northeast Asia. The purpose of the carried study was to evaluate the effectiveness of mentioned institutions and regime and to find out the problems they face, which prevents their full potential. To carry the evaluation the authors, basing on the existing criteria and algorithms of evaluation of international institutions effectiveness, created a system which allows in the most objective and full way to evaluate institutions and regime in the region of Northeast Asia. To carry this evaluation we had to conduct the studies of transboundary pollutions in the region and of NEA countries ecological policies. The results of the study showed that ecological institutions of the region, considered separately, are quite effective. In the same time the regime of struggle against transboundary pollutions is ineffective. The reasons for such a result are political problems in relations between countries, overlapping of purposes and activities of different institutions, non-binding nature of the regime, different priorities of countries towards ecological cooperation and fragmentation of academical communities in the states of the region.
