Despite elections are regarded to be the characteristic of democratic regimes, there are some cases when electoral institutions are controlled by incumbents aimed at preserving their office. Investigating such accidents A. Schedler developed the concept of electoral authoritarianism. Following Shedler’s ideas V. Gelman started examining Russian political regime. However, both Gelman and many other scientists focused their attention on successful practises, ignoring cases when opposition won. Thus, it is quite important to explore 2017 Moscow municipal elections which created possibility to exclude UR candidates from local councils.
