The study is devoted to the problem of the influence of the federal center on the formation of elites in the regions of the North-West Federal District, which is due to the weakening of regions and the federalism in the country. The database was collected on the key representatives of the regional political elites. As a result, the factors determining the degree of integration of the federal center into the policy of appointments in the regions are revealed, alongside the consequences of this integration. The center's focus on monitoring regional processes reflects a low level of development of federal relations in the country.
