Formation of the Legislative Body on the Municipal Elections in Moscow: Comparative Analysis of 2008, 2012 and 2017 Campaigns

The paper article was dedicated to identify the role of the local self-government in sub-national authoritarian regimes. We analysed such the formation of local (district) legislative body in Moscow, which itself is the total combination of the local assemblies in Moscow districts. The purpose was to of the study was to reveal the correlation between the influence of two groups of factors on the formation of the city legislative body. The first includes the authoritarian practices which differ in the regimes of Yuri Luzhkov and Sergei Sobyanin, and the second includes factors of the welfare, indicating the presence of «economic voting». The comparison of the three campaigns was based on the sample that included 125 districts of "Old Moscow". The regression analysis revealed that manipulative practices do influence the formation of the legislative body in the authoritarian sub-national regime. Mass mobilization is the significant factor of the incumbent success, while its absence, can, under certain conditions, lead to the loss of the monopoly control over the electoral process.
