The Role of Budgetary Sphere in Russian Electoral Policy

The aim of the research is studying the relationship between the characteristics of the public sector and electoral support of the ruling party. State employees or so called "budgetniki" as a social group in the electoral context are objectively of interest of the authorities and can be used for political mobilization of voters. At the same time, a lot of attention has been paid to "budgetniki" in recent years at the federal level, and the issue of raising their living standards through the implementation of the may decrees 2012 is on the topic. Nevertheless, electoral motivations of public sector employees themselves remain poorly studied: do they vote according to the assessmentof their actual socio-economic situation or are their motivations largely non-economic and tied to local clientelistic mechanisms? These and other issues will be addressed in this study.
