At present, the actual issue of the development of Russian agriculture is the opportunity of transition to an export-oriented strategy. The policy of import substitution, which was a priority in recent years, has yielded significant results in certain sectors of the agro-industrial complex. In this connection, the question arises of the prospects for increasing agricultural exports and the possibility of realizing an export-oriented strategy. The purpose of this research is to identify opportunities for agricultural development in the context of the transition from import substitution to export-oriented strategy. In the study were considered the theoretical aspects of the export potential, the instruments of state support for exports in Russia and foreign countries, the results of import substitution in agriculture, as well as the barriers that can inhibit the implementation of export activities.
