The Financial and Legal Status of Medical Institutions

The present research is devoted to the theoretical foundations that define the financial and legal status of medical institutions. State medical institutions provide medical care, thereby realizing the constitutional right to healthcare and medical care. Thus, in order to enhance our knowledge of the medical institutions’ financial and legal status, the author conducts a systematic analysis of funding of healthcare organizations and of funds’ spending. Federal and regional legislation and direct government job brought to health facilities were analyzed. The main conclusions indicate that medical institutions have their own sectoral characteristics and legal problems in the financing and spending of funds.
