Financial and Legal Regulation of Circulation of Precious Metals and Stones in Russian Federation

The urgency of the final qualification work is due to the fact that at present there are a number of problems in the science of financial law related to the legal regulation of the circulation of precious metals and precious stones. Thus, the legislator has not established a clear, complete and consistent concept of precious metals and precious stones, formulated not only through the enumeration of certain types of objects that are in the order established by law to the number of precious objects, but on the basis of objective criteria that allow for their special legal nature. In addition, the issue of the place of the norms regulating these relations in the system of financial law has not yet been resolved, nor has the principles of state monopoly in the circulation of precious metals and precious stones been studied. Also the Russian legislation, precious metals and precious stones are actually linked by uniform regulation, although these objects perform different functions and require separate regulation.
