Assessment of Risks of Investment Projects of Urban Development on the Basis of Public-Private Partnership

In order that realization of PPP project was successful, risks of such projects should be estimated. In this regard, work is devoted to studying of types of risks to which projects on the basis of public-private partnership are subject. For carrying out the analysis the project on creation, financing and operation of a capital construction project "The highway "Round of Khabarovsk of Km 13 — Km 42" was chosen. In this dissertation, within the research, special attention is paid to the classification of risks removed by the Doctor of Economics and professor of MGIMO, Varnavsky V.G. These risks were analysed, then identified and estimated, in relation to the chosen project. As a result of the carried-out analysis of sensitivity of the project the factors exerting the greatest impact on indicators of efficiency of the project, in particular on indicators of NPV, IRR, DPP were revealed. Having analysed the received results, own recommendations to calculation of a discount rate for assessment of projects and also to approach of assessment of financial efficiency of PPP projects in general were offered.
