Improvement of the professional rehabilitation Governance of the disabled People in the Russian Federation (the Federal State Program "Accessible Environment Case")

The involvement of people with disabilities in life of the society is an inherent part of the social protection system, and this process is highly important for the personal enhancement of the person with disabilities and for the society on the whole, as it gives an opportunity of the fulfilment and usage of the human potential (particularly of the labor potential) of persons with disabilities for public needs. The usage of the labor potential of the disabled takes an important place in the system of social integration of the disabled people into the society, and this idea is reflected in many scientific articles. The aim of this paper lies in theoretical justification of the problem of labor potential of the disabled usage and in exploration of practical guidelines to the development of governance of professional rehabilitation of people with disabilities in Russia. Methodological framework, besides the theoretical analysis, contains statistical methods of data analysis, specifically the regression analysis in the R-studio. The theoretical and empirical research done allows to suggest recommendations, which are addressed to the legal framework, the improvement of the administrative basis of the social services provision and the realization of the national policy in the sphere of the professional rehabilitation of the disabled. The recommendations can be realized through the decision-making of the Ministry of Labor and Social Protection of Russia, as the key responsible performer of the federal state program «Accessible Environment». The applicability of reconsideration of the existing actions an the necessity of exploration of the new actions is based on the risks of non-fulfillment of the key aims and goals and on the decision of the prolongation of the federal state program «Accessible Environment» for the year 2025 made in February of 2018.
