The Role of Cultural Diplomacy in Indonesia-Russia Relations in the Reformation Era (1998-2017)

This paper discusses Indonesia’s soft power through cultural diplomacy that runs in Russia in the Reformation era (1998-2017). To answer the research question “what is the role of cultural diplomacy in Indonesia-Russia relations in the Reformation era (1998-2017)”, the differences and distinct characteristics of the foreign policies of Indonesian presidents in this era are outlined. The concept of soft power and cultural diplomacy are examined. Qualitative method and approach are adopted to data collection and analysis / interpretation of text. Besides using bilateral agreements, this paper is also supported with the data gathered from the Embassy of Indonesia in Moscow. Moreover, an interview with the ambassador is conducted to know his personal experience, find interesting facts and missing things that are not available in any sources. As a result, we can have learned that cultural diplomacy plays an important role in increasing Indonesia's positive image in Russia and it can significantly influence the promotion of other cooperation in other fields.
