Factors of Effectiveness of the Main Measures of Conflict of Interest Regulation

Previous research in the field of conflict of interest was aimed either at identifying the causes of unethical behavior of civil servants,or on studying various models of conflict of interest regulation based on compliance-based measures or integrity-based measures. In the framework of this study, an attempt was made to develop an effective mechanism for the application of measures to regulate conflicts of interest in the civil service. For this purpose, national legislation in selected countries was analyzed. And on their basis, a qualitative comparative analysis was carried out to identify the relationship between the combination and sequence of measures and the reduction of corruption in countries.
